There are a few public comment periods currently open.

Proposed Addendum F amends Standard ANSI/RESNET/ANSI 301-2014 to create Normative
Appendix A that will provide inspection procedures for the grading and assessment of installed
insulation. This amendment provides minimum insulation installation requirements and grading criteria for a number of insulation methods.

There are more proposed changes for Quality Assurance Designees (QADs). The RESNET Board
of Directors voted to revise their original policy on the financial separation of Quality Assurance Designees, as well as remove the term “Quality Agent” from the original proposed language. The new RESNET Board Policy is as follows:

“RESNET certified Quality Assurance Designees will be trained, certified and mentored by RESNET and will be accountable to enforcement of the RESNET Standards. In addition, at minimum 50% of all rating providers and their qualityassurance staff will undergo enhanced quality assurance monitoring and oversight through either an online or in-field review to enhance compliance with the RESNET Standards. If the Quality Assurance Designees are found to not properly comply with RESNET’s procedures, they are subject to discipline by up to and including de-certification as a Quality Assurance Designee.”

Addendum 29 has been revised to comply with the RESNET Board of Directors decision and policy. Proposed Addendum 35 clarifies the requirements for RESNET accreditation of energy rating
software. This Addendum seeks to provide the clear criteria regarding the accreditation process for energy rating software, in Chapter 1, rather than in a definition. Additionally, while Chapter 9 of the MINHERS has multiple sections related to Ethics and Compliance Complaints, they are limited in scope to Quality Assurance for Rating Quality Assurance Providers, and there are no similar options for appeals or complaints related to energy rating software. This Addendum seeks to provide an avenue for appeals to be submitted, identifies a committee to oversee them, and in the interest of providing due process, clarifies that accreditation cannot be withheld or delayed until the investigation surrounding the appeal is completed.

Proposed Addendum R amends Standard ANSI/RESNET/ANSI 301-2014 to add a fourth rating
type, the Threshold Rating. The addendum provides a definition for Threshold Ratings and revises section 5.1.4 of ANSI/RESNET/ICC 301-2014 to add requirements for the new rating.
