Delaware and Pennsylvania PACE

Two more states join the PACE financing family, helping bring energy efficiency to more buildings.

The property assessed clean energy (PACE) financing program gained new states in June:

Delaware: SB 113 establishes “a voluntary commercial property assessed clean energy
program in the state to provide access to financing for clean energy systems and energy efficient
technologies with free and willing commercial property owners of both existing properties and new
construction within the State of Delaware.”

The bill calls upon the Sustainable Energy Utility (SEU) to administer the program and establish a statewide financing program to aid counties in expanding clean energy projects in their jurisdictions. Projects under D-PACE can be financed through the SEU or other
participating financial institutions.

Pennsylvania: SB 234 is broader than Delaware’s legislation. Titled C-PACE, it pertains to
agricultural, commercial and industrial properties, and the financing can apply to energy efficiency,
water conservation and renewable energy projects. For complete details, download the bill here.
